let's go to our windy and rainy expert. lawrence is track the storm. >> it's going to be picking up this morning as we see another wave of moisture off the pacific. already seeing showers and thunderstorms in the bay area. we have reports of some power outages, 1700 people without power in vallejo. still, it is going to be a wild morning especially this morning in much of the bay area. we are seeing some unsettled weather but another wave of moisture off the coast is just becoming enhancedded and will be headed our way so more lightning strikes possible. isolated hail. you are going to see periods of heavy rainfall and, yes, even some snow across some of our peaks. here's that system i'm talking about just beginning to put itself together and it's going to be pushing onshore a little later on so let's plan on t going to be another very wild weather day around the bay area. lots of clouds, you got that rain, periods of heavy rain, the possibility of thunderstorms, high surf advisory continuing at the coast. and cool temperatures, highs only in the 40s and 50s and

blustery winds. let check traffic with elizabeth. >> wet roads and we'll go out to san francisco first where we are getting video of a water main break that flooded a home so this wet weather causing numerous problems. this is 1900 block of alemany boulevard. it started underground. water started coming up on the sidewalk. san francisco fire crews are on scene now. one of just many problems across the bay area. on the maps, san francisco, this also just coming into our newsroom, a new injury crash. an ambulance just heading to the scene now. northbound 280 around the 101 interchange, new injury crash, blocked lanes. so take it extra slow this morning. this is what it looks like, a live look at the bay bridge toll plaza. traffic still very light but very slick conditions out there as well as very windy. high wind warnings again or high wind advisories for most of the bridges out there. our 880 camera, we love this because it usually demonstrates how windy it is. you can see it rocking back and

and he is, as you said, accused of selling drugs that had been taken off the street in narcotics busts that he was in charge of. cbs 5 has interviewed wielsch on numerous occasions as the commander for cnet the central contra costa county narcotics task force. th department of justice says he sold drugs confiscated by his officer. he was arrested after reportedly selling them to an undercover informant in what's referred to as a buy bust. there is no telling how many drug cases will be compromised because of his arrest. >> because i don't know again how far back these allegations go. a couple of years? then yes, it's a huge undertaking. we'll have to look at every case that cnet was involved in. >> reporter: wielsch's alleged partner in crime is this man chris butler a high-profile investigator who appeared on the dr. phil show and was a

long-time friend of wielschs. they are facing dozens of counts and this could change because the investigation is still ongoing. frank? >> christin ayers live in martinez, thank you. tonight president obama will be meeting with some of the silicon valley's top tech executives. the dinner meeting will be at a private home in san francisco. the group is expected to discuss the president's tech agenda as well as jobs, education and innovation. it's all part of the president's effort to reach out to the business community. now, the white house has not yet released the guest list but it's said to include facebook ceo mark zuckerberg as well as executives from valley giants like cisco systems, intel and google. the bay bridge construction project appears to be running ahead of schedule. let's go to anne makovec. she is near the bay bridge this morning to tell us what changes drivers can expect. anne, good morning. we are getting used to changes these days. >> reporter: yes. that's right. well, number one, it's very

rainy out here so we are prepared for that. but if you have driven across the bay bridge recently you probably noticed all of the progress that they have been making on the construction. here's a gorgeous view behind me. i'm right now in yerba buena island and you can see that tower rising above on the side of the current bay bridge. that's going to be the centerpiece for the new eastern span. taking a look at some of the construction that we saw late last year, that's when they were doing a lot of work on that tower making sure that it is going to be retrofit for an earthquake. all four of the legs of that tower will move independently to absorb the shock and hopefully that means the whole bridge won't come down when there is an earthquake. and today, we're expected to learn more about how they are going to be maneuvering the lanes around that area in the final steps of this process. moving the lanes and detours around the bridge. so we didn't have a lot of information on that this

morning. but we are expecting to get that and, of course, be bringing that to you tonight on cbs 5 as well as at noon. but certainly it is going to be an interesting project when it's all completed. of course, we won't see that until 2013. today though more information. >> they have made so much progress in the last couple of years. >> reporter: they really have. >> one more little change. thank you very much, anne makovec at the bay bridge. it is 5:07. imagine getting paid without even having to put in the hours. >> essentially allows people to get retirement for years they didn't work. >> little-known perk letting state workers pad their pensions coming up. plus, is california the last state standing when it companies to high-speed rail? how the loss of a key ally could derail plans for a bullet train. ,,,,,,,,,,,,,,,,

storm clouds rolling in again. snow in colfax. a winter storm warning up. there be careful heading to the high country, maybe snow in the bay area. details coming up. all right, lawrence. it is 5:10. the rising cost of state employee pensions is getting quite a bit of blame for california's budget woes. state workers can essentially pad out their length of service in return for a bigger pension check in retirement. they can buy up to five years of service without working those years. it's a program known as air time. >> when the state, you know, has these huge debts that it can't pay, it has to take that money from other basic services so although most people don't know it or don't feel it they are paying for it one way or the other. >> the "l.a. times" says by september, 47,000 state workers had signed

up for this new program, air time. san jose mayor chuck reed delivering the annual state of the city address this evening and budget troubles are sure to be the focus. the speech set to begin about 7:00 at civic auditorium. tonight's event will be far from festive given a budget deficit projected at $110 million. earlier this week, city officials said that a worst- case scenario could lead to the loss of hundreds of jobs in the fire and police departments. a judge won't make a decision until next week on a proposed gang injunction in oakland's fruitvale neighborhood. it would prohibit 40 suspected nortenos gang members from being on the streets of fruitvale after 10 p.m. and would make it illegal for them to congregate during the day. 20 of the suspected nortenos showed up at the hearing to discuss the proposed

good morning, folks. another day to hang out under the covers maybe a little long stormy weather, water on the lens, raindrops falling on and off throughout the entire bay area. it will be a wild day as we see lightning, thunder, hail, snow. doppler radar is picking up on some of the moisture outside. you can see some of the moisture down below making its way in across the bay. you have pockets of moderate amounts of rainfall. we'll see this picking up through the morning hours as we have a bigger cell off the coastline. scattered showers continuing around the entire bay area. things unsettled and wet across the area. be prepared we have a cloudy wet day ahead and the

possibility of isolated thunderstorms. big-time breakers at the coast this morning up to 20 feet out toward the coast this. afternoon, thunderstorms will likely continue maybe evening popping up more so. you can get an idea of the system off the coastline. here it is just really enhancing. it turned to white at the end. that's a sign of the system enhancing approaching the coastline getting the rain going so we are talking about decent amounts of rain around the bay area. unsettled wet weather will continue throughout the day toda on and off. impulses moving through keeping things wet especially in toward the santa cruz mountains. there they could see some significant amounts of rainfall but around the rest of the bay area not bad either. as much as an inch of rain in the north bay three-quarters in the east bay an inch on the peninsula, maybe up to two inches of rain in the just mountains. you get the idea, be careful on the roads or traveling around the bay area. watch out for some lightning. 40s and 50s for a high staying on the cool side. and as we look out over the

next couple days, a chance of more showers as we head in toward friday. maybe a leftover shower come saturday morning then we start to dry things out with a brief break but looks like more storms gathering again a chance of rain returning next monday. all right. let's get a traffic check with a very busy lady, elizabeth. >> i'm so busy i spilled coffee all over myself five minutes ago. i know, geez, all right what we go through in the morning. let's go out to san francisco. they are working to clear this accident right now. now, we know that this is a multi-vehicle accident, northbound 280 right before the 101 interchange. actually between san jose avenue and 101. we just got a call from lauren with the kcbs phone force who says they were running a quick traffic break and hopefully they are clearing it off to the shoulder right now. a couple of slow sensors making your way up 280 if you heading into san francisco. one of just several accidents we have been seeing across the bay area. that's one of our worst right now a lot of accidents have been popping up, spinouts quickly cleared to the right shoulder. here's live look at the golden

gate bridge. obviously very slick, wet outside. wind advisories in effect for most of the bridges this morning. here's live look at the san mateo bridge. the right side is commute direction westbound 92. it's still early, traffic still light so not really impacting the drive too much. we have fog advisories. lawrence called it a smorgasbord of weather today so we have a little bit of everything out there. highway 17 near the summit, fog advisory for the santa cruz mountains, really low visibility trees down as well as lots of reports of this. it sounds like a tree is completely blocking the ramp from westbound highway 4 to westbound 80. let take a live look out side. we have cameras positioned all across the bay area this morning. here's live look at traffic cruising across the bay bridge. so of no delay at the bay bridge toll plaza but yesterday when this rain started coming down we were getting a lot of flooding reports at the toll plaza. just east of the metering lights, as well. so take it extra slow this morning especially crossing the "s" curve heading into san

francisco and to the south bay we go now sewing you live traffic coming up northbound heading towards santa clara. so far a smooth ride in either direction. that's your traffic. back to you. >> thank you. it is 5:19. let's take a look at this morning's top stories. a top drug cop in the east bay is in jail this morning. that's commander norman wielsch of the central contra costa narcotics task force accused of stealing drugs confiscated by his own officers and selling them. a private investigator is also accused in the drug sales. there is a channels a new span of the bay bridge may be finished sooner than expected. president obama is coming to silicon valley. a dinner will take place at a private home in san francisco discussing the president's tech agenda as well as jobs, education and innovation. okay, sydnie. it will be at least 7 more

months before a federal court decides the fate of same-sex marriage here in california. the california supreme court has agreed to decide whether supporters of proposition 8 have the right to defend the ban on gay marriage in the federal case. the state court plans to expedite the case meaning it could hear arguments as early as september. six current or former city council members in southern california city of bell have been ordered to stand trial. they are facing felony charges for drawing outlandish salaries for serving on city boards and commissions. the judge ordered bell's mayor and five councilmembers to stay away from city hall and no longer participate in civic affairs. that essentially shuts the city council down for the next few months until they have elections. the defense attorneys say they are not guilty. 5:21 florida killed its big high-speed rail project between tampa and orlando out of concern it would be too costly. ohio, wisconsin and iowa have

cancelled similar projects. the florida cancellation could mean an extra $2 billion in federal money for california's high-speed rail project between the bay area and southern california. but long term, the florida decision could cast doubt on whether california can keep costs under control. it is 5:21. royal wedding fever is officially in high gear but we are going to show you one receive near that could literally make you sick. >> plus, philadelphia has a rocky statue. should detroit have a robocop? the mascot that's causing some controversy and how a bay area businessman is involved. ,,

bayview, mission and chinatown areas. he is part man and he is part machine and thanks to a san francisco businessman, the city of detroit may get its very own robocop statue. the movie "robocop" tells the story of a murdered detroit policeman who is recreated as a crime-fighting machine. the statue idea took off after someone tweeted the idea to detroit's mayor and since then there is a flood of doe nations to bring it to the city. one person donated $25,000 for the project. >> it's for the people of detroit. that's what this is all about. i really hope that the decision how this could benefit detroit comes to fruition that this will spark other people doing more things. >> i'm not sure people will be flocking to detroit after this but they have a total of $50,000 raised for the statue

and it looks like it's on his way. prince is playing two shows right here in the bay area next week. those concerts will be at oakland's oracle arena next monday and wednesday. it is part of his first tour of the u.s. in four years. tickets for the oakland dates go on sale friday at noon. price start at $50 and then go up to $250. are you sick of all the royal wedding coverage? a graphic designer is poking fun at the upcoming marriage. she created the royal wedding sick bag. area. wet roads out there. it looks like it's going to be picking up throughout the morning hours. there is a wave of moisture off the coastline that's going to be pushing onshore. it will get things going more so. lightning strikes, hail, gusty winds and some snow in the mountains. expect plenty of rain on the way throughout the morning hours. then maybe some sunny breaks in the afternoon. out the door, cloudy skies, thunderstorms, and high surf. we have an expert to tell us about the roads. what's going on? >> we have better news in san francisco. i had mentioned an earlier traffic alert. they just cancelled it about 2 minutes ago. they got all lanes open northbound 280 right before 101. but look at the slow traffic on the sensors backed up from ocean avenue. hopefully things will improve shortly. just one of many accidents we

have been seeing across the bay area. that was a multi-vehicle injury crash. another reason to take it slow. out to hercules now, there was a tree down near the ramp on westbound highway 4. the ramp to westbound 80 in hercules. apparently some cars were driving by the tree hit it and then we saw a couple of accidents in the area. anyway, apparently the tree is now blocking the entire ramp in the area. so caltrans crews heading out there now to hopefully remove it. here's a live look at what it looks like out there. wet, flooding in the middle lanes. and yesterday, we saw lots of reports of standing water as well just past the metering lights as well so right now, we still have a high wind advisory in effect for the bay bridge. most of our bridges across the bay area have high wind advisories. you can see it in this nimitz shot. here's 880 through oakland. so far, so good though past the coliseum into downtown oakland. mass transit use it all on time. back to you. >> thank you. stay home or use mass transit. and you can keep traffic your weather in your neighborhood.

just go to cbssf.com and we have realtime hi-def doppler on our weather page to help you out. 5:33. this morning oakland police tell us they have no suspects for a triple shooting near interstate 880 and 98th avenue. three people were wounded on hunter avenue about a quarter to 9:00 last night. the victims are two men and a woman. two of them were shot on the street, the other in a car. they are all expected to survive. a top drug cop and his friend are in the contra costa county jail accused of stealing and selling drugs. christin ayers reports from martinez. good morning. >> reporter: good morning. norman wielsch was a top commander with contra costa county and its narcotics unit. now he is an inmate at the county jail. authorities tell us with the department of justice that he is a commander with the county's narcotics task force now accused of selling meth, marijuana and steroids that

were all rounded up in drug busts. department of justice says he stole the drugs from confiscated drugs. authorities say he was working with a close friend, a high- profile private investigators named chris butler who had even appeared on the dr. phil show. neighbors were shocked to find crime tape surrounding butler's home. >> the chp and about nine or ten police officers taping off this area of the parking lot and so i wondered what in the heck was going on and i motioned to one of the officers and told me that they were serving a warrant. >> reporter: now, both men again in the contra costa county jail facing 48 criminal counts between them. and the public defender tells us there is no telling what kind of effect this could have on some of the cases that were prosecuted, some of the drug

cases that were prosecuted under wielsch. they say an investigation will have to go under way and those cases could be jeopardized. >> it's incredible, christin. sounds like a plot out of a movie. thank you very much. christin ayers in martinez. it is 5:35. president obama is coming to the bay area tonight. he will meet with heavyweights from the tech industry. private event will be held at a home here in san francisco. the group is expected to discuss the president's tech agenda as well as jobs, education and innovation. it's part of the president's effort to reach out to the best community. the white house has not yet released the guest list, but it's said to include facebook's ceo mark zuckerberg as well as some of the execs from valley giants like cisco systems, intel and google. apple cofounder steve jobs is also believed to be on the list for tonight's meeting amid increasing concerns about his health. there are reports he has been seen at the stanford cancer center. jobs has a history of cancer

and recently took another leave of absence from the cupertino- based company. well, there are some signs that the bay bridge construction project could be finished ahead of schedule. anne makovec is near the bay bridge to tell us what changes drivers can expect. she joins us live on yerba buena island. >> reporter: good morning. we have a gorgeous view behind me. you can see traffic moving smoothly there on the bay bridge and to the side of it the tower that they are building. now, this project has been ahead of schedule for several months now. and today we are going to learn more about how they are going to move into the final phases of the project. and that is going to include some detours and lane realignments. here's a look at some video of the construction late last year. that's when they were putting some of the finishing touches on the bridge adding the final legs. now, all of those legs are going to move independently in the event of an earthquake, which will hopefully prevent

the entire bridge from collapsing. that is the purpose of this whole project, seismic retrofitting. when they finish this tower, it is 525 feet high. it is supposed to be at that height at the end of this month for the $5.5 billion project here of the new eastern span. now, the whole thing is not going to be finished until 2013. but in the meantime of course they have to move all the traffic currently moving on the old span to the new span. so we are going to be learning more about that today. student here to cbs 5. frank? >> it's a marvel. okay, anne makovec, live on the bay bridge, thank you. in san jose, mayor chuck reed will deliver the annual state of the city address this evening. that speech beginning about 7:00 at civic auditorium. it will be far from festive given the city's bleak financial situation. the budget deficit projected at $110 million for san jose. earlier this week, city officials said that a worst-

case scenario could lead to the loss of hundreds of jobs in the fire and police departments. >> if you think about our patrol force itself, is roughly 560, it least us half the patrol force that would be -- it leaves us -- half the patrol force that would be gone. we would supplement from other parts of the department but it's a significant piece of our department. >> the city council is urging unions to make concessions on salaries and pension. if nothing is done, the city could go bankrupt. a problem so bad, lawmakers are taking up an issue today about crib safety. >> a global recall by -- a global recall by honda and the concern with baden gins. coming up. ,,,,,,,,

dangerous conditions for drivers headed up interstate 80. and this morning, towns in the this winter storm is causing dangerous conditions for drivers heading up interstate 80 and towns in the foothills with snow. >> we have proof, too. we have a reporter live at colfax with a look at the conditions. is it knowing up there natasha? >> reporter: it sure is. it's been a pretty light snowfall right so far sydnie and frank. but you know, rates overall between .25" and half inch an hour. an inch of snow in the last few hours. and we look at our thermometer. we are at 30 degrees. here in colfax, just 2500 feet. if you are heading up the hill, you have to carry chains.

and looking at video from earlier this morning, this is where most of the big rigs are pulling over being screened by caltrans and going further up the hill into colfax and that's where most of the trucks are pulling over to actually put on their chains. so if you don't have four-wheel drive, chains are required between this area all the way up to the nevada state line. so do come prepared if you must come up the hill but i can tell you it's a beautiful sight here in colfax. back to you. >> as long as you stay out of it. >> that's right. thank you, natasha stenbock. let's check our weather here down in the bay area. no snow but i guess diablo maybe mount tam? >> we could see snow down to 2500, 3,000 feet in the bay area, yes. we could get a nice dusting. the snowmaking its way up to the sierra nevada. they are going to see more snow as the day goes on. winter storm warnings up there some of the higher peaks maybe over 3 feet of snow in those areas. but locally we are looking at a lot of rain this morning. have seen some lightning

strikes out there right now. you can see some pockets to moderate to heavy rainfall. it looks like the system off the coast putting it self together going to be moving onshore through the morning hours so if you are getting up and it's not raining in your neighborhood, we have more rain coming your way. there is the possibility of some isolated thunderstorms throughout the morning. waves on the beaches, up to 20 feet. so be very, very careful. this afternoon, you may sneak in a little sunshine in between the clouds like yesterday and here come the showers as well as hail as the system rolls by with cold, unstable air. this is what we have been watching here the next batch of moisture off the pacific pushing through the bay area as we head through the morning hours. a wet morning and this afternoon a couple of sunny breaks and showers more widespread. unsettled and wet as the system moves through. showers continuing on and off with the isolated thunderstorms. santa cruz mountains getting hit hard from this system. maybe up to an inch of rain in the north bay, about three-

quarters in the east bay, the santa cruz mountains maybe two inches of rain up there and, of course, some snow across some of the higher peaks, as well. so it's going to be a cool day and it's going to be wet. 40s and 50s for highs. as we look toward the next couple of days, chance of showers continuing tomorrow, maybe even a leftover somehow saturday morning. then we dry things out. but we have a chance of more rain coming on monday and tuesday next week. that will keep our traffic gal pretty busy here, elizabeth, you like this stuff. >> you like it, i can tell. >> i do. >> lawrence has been a great mood the past couple of days. the more green on the doppler radar, the more excited lawrence gets. we have some drenched photographers standing in it. i'm not sure they love it. here's a live look at the bay bridge. traffic on the "s" curve so far, so good across the span but yeah, yesterday we saw a lot of reports of standing water near the metering lights, and just before the bay bridge toll plaza. so far metering lights are off, no big delays at the bay bridge

toll plaza. thank you for that shot. we have photographers all over the bay area this morning. here's a live look at 101 in san jose, more crowded in the northbound lanes as you head up towards santa clara. slick and windy conditions but a nice ride in both directions. earlier reports of a tree down, still blocking this ramp on westbound highway 4, the ramp to westbound 80. still completely shut down. there was actually a couple of accidents on that ramp as well. see affecting the drive for -- so affecting the drive for people coming out of franklin canyon. better news in san francisco. northbound 280 just before 101, we had a multi-vehicle injury crash cleared to the right shoulder. all lanes are open. so things look a whole lot better now coming up from daly city. here's the standing water on the bay bridge toll plaza in the middle lanes. again, watch out for some cars making big splashes as they drive by but so far, so good.

even to his mother. the house of representatives begins a third day of debate today on cutting billions of dollars from this year's spending bill. conservatives want to cut arts funding. democrats want to restorm family planning and health -- restore family planning and health research. yesterday the house cancelled $450 million for a costly alternative engine for the pentagon's next generation fighter jets. honda recalling nearly 700,000 vehicles worldwide. that recall affects the fit, freed and city compact cars. at issue, a defective spring part that may cause the engine to stall. so far no accidents have been reported but at least 72 complaints have been filed in japan. about 122,000 cars are being recalled in north america. 5:49. crib injuries in the united states are still high despite better safety measures over the past two decades. a new study finds around 26 children suffer crib related injuries every day mostly from falls.

easier. welcome back. it's 5:52. travel between san francisco and the big easy just got a little easier. today united airlines will depart from new orleans to sfo for the first time since hurricane katrina. the carrier suspended direct service in 2005 when that storm hit that area. sfo will host a celebration at terminal 3 later this afternoon. and a bay area city is teaming up with car dealers to raise money for schools. 14 car dealerships in concord are taking part in the event this presidents' day weekend. the dealerships have all agreed to donate part of the proceeds from car sales to the mount diablo unified school district. money will go to music and

things. 5:55, we have our doctor of weather down in the weather center. lawrence, what's happening with the storm? >> we have those showers continuing outside. saw some lightning strikes coming in this morning so you get an idea that air is very unstable over head. right now the heavier amounts of rain focused to the north bay. you can see moderate and heavier amounts in this area. kind of catching a break in parts of the peninsula. the south bay showers in towards san jose. but a bigger batch of moisture off the coastline likely to get rain going, on and off heavy and pockets of thunderstorms, and maybe even some isolated hail. cold enough for snow in the mountains. so a wild weather day in the bay area off and on almost all day long maybe sunny breaks in the afternoon. friday some leftover showers, maybe even a leftover shower come saturday morning then a break then more storms on the way as we head toward the beginning of this next week. don't forget chinese new year parade out there right now just partly cloudy and chilly. temperature of 51 degrees. time for a traffic check with
